How could UN facilitate climate opportunities?

One of the ways of dealing with challenges of climate change is: as to how best and quickest efforts of world people, as well as countries could inter alia be instrumental in defeating above challenges with the help and support of climate change opportunities at local, global and other levels. It is expected the 03-day visit of UN Secretary General to Bangladesh starting today 13th day of November 2011 and outcomes from his scheduled participation in the climate and other conferences during the period therein will, as appropriate and inter alia, be objective, realistic, innovative and vital when it will come to for example advancing efforts towards maximization of per capita climate opportunities in favor of especially, the hungry, the poor, the sick, and the disadvantaged including the women.
I believe climate change (CC) is a kind of global common in terms of for example challenges and opportunities associated with it. Causes, effects and causalities of CC are apparently at present within and beyond or otherwise as applicable - the control of humans and concerned others in one or more than one universe. Arts, sciences and other branches of present day knowledge, understanding and application are not sufficient to deal with CC challenges, as well as opportunities to the full and meaningful satisfaction of all concerned at local, global and other levels, in the presence of scarce usable resources, uncertainties, and variables of known, unknown and other types, to mention a few. In short, the critical path to climate mitigation, in a humanly possible manner, with the help of say climate opportunities is inter alia difficult, complex and costly - the situation is becoming further complicated in the absence of for instance and as appropriate doable roadmaps, as well as operation mechanics for sustainable and affordable successes in pertinent areas at a per capita rate of affected people and to be affected people within relativistic settings of universes.
Now, one of the questions here is - what UN and others could do and how, when it will come to say help providing or providing or both climate relief to concerned people at an affordable cost and to their maximum satisfaction on a continuous basis? A few of the suggestions have been presented here - not in the order of priority and importance but they are, as appropriate, relative to time, space and other variables.
I. Integrate relevant component of CC into planning and budgeting of security and defense at local, global and other levels. CC is inter alia a matter, as well as measure of security at living including humans and other levels.
II. Make available at - local, national and other levels - inter-disciplinary and intra-disciplinary climate related help, as well as assistance of UN in a purposeful, coherent and doable fashion within for example a minimally possible lead time; and facilitate affordable plus waste free (as humanly practicable) outcomes from UN engagements or interventions or otherwise as applicable in above areas, to the maximum satisfaction of all concerned.
A slimmer, lighter and a more substantive, diverse, integrative, innovative and wiser UN, than that at present, will be critical to deliver products of above requirements to all concerned - just-in-time, for example.
Improve the critical mass of political leadership (for example at under secretary-general and assistant secretary general levels) via for example ensuring the right person for the right job at the right time in the best and overall interest of people of world under say universe renewals (I call it in that way) in the form of climate change and other opportunities. Merit should not be over come by things such as personal acquaintances or other types of connections or heresy or personal liking or personal disliking or otherwise, as applicable when it will come to inter alia future hiring and retention of for example UN political appointees. Replace the present day political leadership, as applicable though, with best of the best candidates for enhancing and maintaining competitive, comparative and other advantages of UN through the 21st century. It should not be a question of being young or old - I believe things like world class competence and world class competitiveness should dominate inter alia future hiring of political candidates for the UN positions.               
III. Maximize harnessing of climate change opportunities - in the form of say temperature rise - in pursuits of maximization of use of hi-performing products involving up-cycles and down-cycles of heat treatments - used in an engineering sense. Create and promote world-wide awareness for popularization of the use of renewables such as wave energy and solar energy as mainstays of say energy development through the foreseeable future.
IV. Mainstream women and youth in the domestication of good environmental practices including inter alia good environmental regeneration practices at family and other levels.
V. Ensure more constructive engagement of World Bank and concerned others - than that at present - in operations and other areas when it comes to dealing with developmental funds including those of climate funds at demand, supply and other levels in pursuits of say further elimination of corruption and wastage in relevant areas.
VI. Devise, and operationalize (as required) SOP (standard operation procedures) for bringing about a significant improvement at intra-regional, inter-regional and other levels in pursuits of bringing about a drastic improvement in areas say capturing and harnessing climate change opportunities for good of all concerned.
